Universal Technical Resource Services, Inc. (UTRS) was one of 10 companies awarded a multiple-award, task order contract with a shared ceiling of $467,695,553 to provide omnibus research and development, engineering, and support services for the Combat Capabilities Development Command Armament Center (DEVCOM AC), including large caliber cannon engineering support, weapons research technical support, system testing and diagnostics, and netcentric support. The omnibus effort, which is set to last 5 years, is structured into three functional areas, and UTRS was awarded a seat in all three.
Functional Area 1 is Large Caliber Cannon Engineering, which will involve studies, analyses, and investigations of large caliber cannon weapons systems. The work will encompass risk analysis, survey, design tradeoffs, and analytical evaluations of effectiveness and performance in adverse military environments with application for advancement, prototyping, and beyond state-of-the-art concepts.
Functional Area 2 is Weapons Research supporting the mission of Army Futures Command DEVCOM Armaments Center by assisting the project management teams with services in support of strategically planned technology and weapon system projects. If awarded a Task Order in this Area, UTRS staff will provide expertise in armament design engineering; manufacturing and production technologies; test methodologies; state-of-the-art engineering, design, development, and automation; quality assurance technologies and processes; and engineering materials, equipment, techniques, and procedures.
Functional Area 3 is System Testing/Diagnostics and Netcentric Support. These efforts will include the application of proven methodologies, tools, and state-of-the-art expertise to support the development, production, and life-cycle support of onboard diagnostics systems, AT-systems, Automated Test Equipment (ATE), Test Program Sets (TPSs), and Fire Control Systems. This will involve the generation, automation, and implementation of new software tools, methodologies, and policies relating to Test Measurement and Diagnostic (TMDE), automated test and diagnostics, prototype manufacturing, ATE production, product improvement, and Fire Control Systems.
