Safety is more than just a word – it’s a culture and a belief that at its core requires a fundamental understanding of risk identification, avoidance and mitigation.  

Universal Technical Resource Services, Inc. (UTRS) literally wrote the book on flight operational quality assurance (FOQA) in the United States. We have been involved since 1995 with the Federal Aviation Administration's (FAA) original demonstration projects with commercial airlines, and since 2004 with military FOQA (MFOQA) for the U.S. Air Force (USAF).  With decades of working with the complexity of flight and the processing of “big data,” we have the deep understanding to properly classify, analyze and develop methodologies for the mitigation of risk. 

We have developed, deployed, and maintain a set of open source cloud-based software tools for both voluntary safety reporting as well as MFOQA. 

  • The Web Based Analytical Technology (WBAT) system is the only FAA supported and verified system for safety reporting, including Aviation Safety Action Program (ASAPs), Line Operational Safety Audits (LOSAs) and the new Safety Management System (SMS) rules. We are currently expanding into enterprise-level services, including outsourced ASAP management, SMS implementation, and commercial FOQA services. 

  • The Integrated Risk Information System (IRIS) was developed to take terabytes of FOQA data, translate it into our own common flight data language (Open Flight Data, or OFD), split OFD files into their own flight records in a data warehouse through a complex algorithm, analyze the data, and provide reports for analysts to review and determine hazards and risks and make appropriate recommendations.

Our analysts have been able to utilize both ASAP and MFOQA data in a synergistic manner to find unsafe trends at high altitude airports and develop new triggered event paramaters for misconfigured takeoffs.

Our team has unparalleled understanding and knowledge of flight safety, and we maintain a total commitment to building a Safety Management System (SMS), which can be only be accomplished with a true understanding of the risks, maintaining and enhancing an infrastructure to identify risk and provide data, and having the personnel in place to sustain operations.
